Mentally disabled woman found locked in dog kennel in Texas — after neighbor heard screams



A Texas foster mom has been arrested after a mentally disabled young woman was found locked in a dog kennel in her backyard by a neighbor who heard her pitiful screams.

Kandice “Candy” Thompson, 60, faces multiple charges, including aggravated kidnapping, assault, and crimes related to the abuse of a disabled person, following the barbaric discovery at a property in Anson, Tex., on Nov. 22, News 4 San Antonio reported.

The shocking find was made after neighbor Justin Anderson reportedly heard the young woman crying for help and saying she needed to go to the bathroom.

“Just screaming, ‘I have to pee, I’m scared,’ and then you hear banging, like a chain link fence,” Anderson told the Daily Mail.

He used his phone camera to record the woman, who was just visible inside the outdoor kennel wrapped in tarps.

“Officers responded and they located a 22-year-old female locked in the backyard of the residence,” Anson Police Chief Daniel Graziose told News 4 San Antonio.

When police arrived there were two other adult foster children in the home. The victim has since been removed and is with family. “At the time of the arrest, two adult foster children were present in the home,” he added.

Thompson, who is known locally for adopting over 50 foster children with her late husband, a former Anson police chief, allegedly tried to justify her actions.

She claimed the young woman in her care was “urinating everywhere and tearing her house up,” which was why she put her outside, according to a neighbor who spoke to Thompson.

“It’s just amazing what somebody who’s in charge of disabled, mentally challenged girls will do to them, I don’t understand,” another neighbor, Marcia Bailey, told News 4 San Antonio.

“I just felt sorry for the girls I’m so glad Justin stepped up to the plate.”

The victim is now safe and Thompson is in custody.

“For the city of Anson, we take it very serious, and we’re serious about protecting, especially our most vulnerable citizens,” Chief Graziose said.
